Shenzhen Forum on the Development of Low-altitude Economic Industry 2025 took place

Recently, Shenzhen Forum on the Development of Low-altitude Economic Industry 2025 took place, during which specialists in the low-altitude-economy circle and law circle had their deliberation on the industrial research, standardized development, the standard-setting and many other topics regarding low-altitude economic industry.

The forum was hosted by China Commercial Law Firm, Shenzhen UAV Industry Association, Shenzhen Low-altitude Economic Industry Association, Shenzhen Aviation Industry Association, Bao’an District Low-altitude and Unmanned System Association of Shenzhen and Shenzhen Internet of Things Industry Association. It was co-hosted by Hetao International Mediation Center. The forum aimed at pooling powers from various fields and conducting discussions on the new paths and new chances faced by low-altitude economic industry, to promote the high-quality development of the industry. It attracted over 100 attendees nationwide.

During the event, China Commercial Institute on Low-altitude Economic Law was founded, signifying a significant step in laying a legal foundation for the development of low-altitude economic industry. Meanwhile, China Commercial Institute on Low-altitude Economic Industry was also established, to provide professional legal services for the industry. 

In 2024, the low-altitude economic industry of Shenzhen boasted a volume of over 100 billion yuan. Due to the policy improvement and technological breakthroughs, Shenzhen’s low-altitude economic industry shares great potential. And, the increasing diversification of the application scenarios and the burgeoning expansion of the industrial volume result in more legal demands. The industry is more closely connected with laws, as identified in the legitimate use of airspace, the assumption of liabilities to aircraft safety, the prevention of legal risks in cross-border investment and trade, the protection of intellectual property rights, etc.

At the forum, Yang Yang -- secretary-general of Shenzhen ITS Association and vice-chairman of Shenzhen UVA Industry Association expressed that Shenzhen boasts over 2,000 enterprises involved in low-altitude economy industry and the related, contributing to one third of the nation’s volume of drone patent application. The orientation of UAV industry has transformed from high-speed development to high-quality development. There are increasing demands for making cutting-edge technological breakthroughs and innovation, in applying 5G internet to aircraft, utilizing artificial intelligence technologies to low-altitude logistic scheduling, etc.

Also at the forum was a ceremony held for the releasing of White Paper on Low-altitude Economic (Cross-border) Industry. With the conclusion on the current situation of, the challenges for and the prospects of low-altitude economic industry, especially those related to cross-border investment and trade, and through the analysis of international market and relative laws and regulations, the White Paper is oriented towards an authorized collection of references for participants in low-altitude economic industry, helping prevent enterprises from legal risks in cross-border investment and trade, promoting the formation of scientific and reasonable internationalization strategies, so as to fuel the industry’s globally standardized development and enhance its international influence.

Besides, professionals in intelligent transportation system, UVA industry, foreign trade sector, legal services, and many other circles alike, were also invited to attend the round-tables and share their opinions on the legitimate development of low-altitude economic industry.
